Fascism comes in different shapes and forms. And it is a perfect instrument the regional sociopolitical tool. But when it is inspired by religion, it will come as no surprise what they can do in the name of God!
However, politically speaking, dealing with Iran is a double-edged sword! Shiaaism has kept the country together and expanded its rhetorical mission across the middle east. That is a valuable asset for China and Russia to strengthen their presence in the region, something they have successfully done today. On the other hand, regime change (If ever soon) will either end the country as what happened to Yugoslavia during the 90s or a federal government. I doubt that is feasible for western governments. Because they either have to deal with multiple states or a democratic system that has never worked in Iran’s history.
In the ever-globally interrelated sociopolitical stage, autocracy is not always feasible for those who want to control the region.
